Ground Operations for AV & Micromobility Fleets

Clearance 8'0" · Level P1 · PUDO

You built the mobility hub. Now it has to run.

The flat plates are poured. The clearance is there. The ground floor pickup zone is striped and mostly empty. XoomPark contracts and operates that floor, so the asset does what the sign on it already says.

The Gap

Most hubs stop at stage one.

Frank Ching, deputy executive officer at LA Metro, describes three stages a real mobility hub has to move through. The capital goes into the first one. The value comes from the other two.

Yours1

Infrastructure

Flat floor plates, higher clearances, EV rough-in, a ground floor TNC and delivery zone, wayfinding. The pour, the steel, the striping.

Open2

Programming

Which services actually operate there. Who shows up, on what terms, under what agreement. This is where most hubs quietly stall.

Open3

Operations

Sustained delivery over time. Enforcement, allocation, real-time availability, utilization data you can show an owner. Ongoing, not capital.

“I have agencies tell me, parking is a mobility hub, just relabel parking into mobility hub. No, that's not true.”

Frank Ching, Deputy Executive Officer, LA Metro

What We Run

The ground floor, operated.

One agreement, one counterparty, no capital from you. Some of this we run directly. Some we bring in through vetted partners and manage on your behalf.

Rideshare and AV pickup

Designated bays, allocated across operators, kept clear. A pickup position that turns over all day rather than a painted rectangle a delivery van is sitting in.

Operated by XoomPark

Fleet staging

Where vehicles wait between assignments instead of circling your block or the street outside it. Metered, credentialed, logged.

Operated by XoomPark

Overnight storage

Contracted blocks on the hours your deck earns least. Fenced, lit, access-controlled, with the utilization reporting to prove it.

Operated by XoomPark

EV charging

Mobile charging on site with no trenching, no service upgrade and no capital outlay. Where a permanent install makes sense, we scope it with you.

Partner-delivered, XoomPark managed

Micromobility

Docking and battery service for scooter and e-bike fleets on the same floor, under the same agreement rather than a separate negotiation per operator.

Partner-delivered, XoomPark managed

Cleaning and prep

Vehicle cleaning and turnaround during dwell, so the time a fleet already pays for produces a ready vehicle instead of an idle one.

Why Not Run It Yourself

A pickup spot that is sometimes blocked is not a pickup spot. It is a suggestion.

A fleet can commit to sending a vehicle to your address. It cannot commit to the bay being clear when that vehicle arrives, because it does not control the bay. Other vehicles use it. Other operators want it. That guarantee is a property side function, and it is the entire difference between a hub that works and a hub that is signage.

It is an operating business

Stage one is a capital decision your team makes well. Stage three is staffing, enforcement, allocation and uptime, every day, forever. That is a different company.

One agreement, not eight

Every mode arrives with its own operator, its own terms and its own insurance. We sit in the middle of that so your asset manager does not have to.

Neutral by design

Bays are allocated so more than one fleet can use the same floor. The asset never gets tied to a single operator’s roadmap.

How It Works

Four weeks from survey to live.

  1. 01

    Survey

We walk the floor and measure what actually matters: interior choke point clearance rather than the entrance sign, gate type, cell signal at the bays, circulation and turning radius, ingress and egress.

  2. 02

    Design

Our traffic and parking engineers lay out the bays, the approach, the pedestrian path from the door and the buffer position. Airport pickup logic, applied to your floor plate.

  3. 03

    Contract

One agreement covering the floor and the services on it. No capital from the property, no minimum, and terms that let you end it.

  4. 04

    Operate

We run it and report on it. Utilization, dwell, turns per bay, and the number that actually matters to your tenants: maximum wait, not average.

Qualify

Tell us about the floor.

Six fields. If it clears, we come out and survey it at our cost. If it does not, we will tell you that plainly and why.

Not the number on the entrance sign. The lowest point a vehicle passes under on the route to the bays, including pipes and ducts. If you have not measured it, say unknown.
